Medicaid

I got conflicting answers. Was told they need to remain in the facility and was also told they could leave and then return to the facility.

If a person is in a nursing home, spent down their assets, applied for Medicaid, but got approved with penalty, could they move into a caregiver's home until the penalty period expires?
