Written Response to Summons

I was served a Summons the other day. It says I have 20 days to provide written defenses to the complaint and send copy to the court and the plainiff's attorney. I have several questions regarding this:

1) Most importantly, what needs to be included in this response? The summons only mentions that my letter must include the case number and names of the parties, but in what way am I expected to respond?

2) This case was filed in a county in which I have not lived in over 2 years. Does this matter at all?

3) Does it make a difference to my response that I do not deny the debt, but am unable to pay in full at this time? I am more than willing to make payments, I've been trying to settle several debts this way since I've gotten back on my feet. However, I would only be able to make small payments until May 08, because I've already committed to payment plans to settle other debts through April 08. These fully exhaust all my funds.
