Will my ex-employer issue a fraudulent W-2?

My ex-employer started paying employees in cash w/ no pay stub a few months before I quit. After a month or so of not being paid anything, I quit, and still have not received any money; same thing w/ several other ex-employees. End of year is here and I hear that the company will be issuing W-2's. Since I doubt that they will be paying all employees everything that they're owed, how can he legally issue W-2's. From what I see, they will either lie about the time worked and state that employment stopped when they started paying in cash, or they will state the correct employment dates and state that we were paid in full. Either way, it is a lie.
In the case that we are not paid what we are owed and W-2's are mailed out, is this employer breaking any law?
