Who to sue?

Here's the situation. A few months ago I was involved in an auto collision and suffered some injuries. It was 100% the other parties fault. I've been dealing with the other parties insurance and submitted all the medical bills to them and they are offering a joke of a settlement and I'm sure I'm going to have to go to small claims court to get a remedy. The driver of the other vehicle was not the owner of the said vehicle but the owner was a passenger in the vehicle at the time. The driver was cited for no license. The owner's insurance paid for the damage to my vehicle w/o too many problems so they have accepted liability. I'm planning on filing a suit in small claims and my question is should I file against both the driver and the owner or just the owner? If I file against both of them should I sue each one for $5000? My special damages came out to almost $2000 so I feel $5000 is pretty reasonable. BTW I'm in Texas.

Sue everyone for the total of your loss.

Let the court sort it out.
