Who determines the fine

When a person is issued a traffic citation, who determines the amount of the prepayable fine? Are there guidelines officers have to choose from or is it the officer's discretion?

If I was issued a speeding citation but was in the flow of traffic when the officer said he got me on audio/video speeding how difficult is this to prove my innocence? There was a vehicle in front of me, I would have to assume they were going just as fast as me.

GENERALLY the courts set prepaid fine schedules.

I feel like the fine is too high for the violation, I've had my share of speeding tickets, how can I check to see if the fine matches the violation? Could I call the clerks office?
