What determines assigning a public defendant?

What would be, or is, the minimal criteria the severity of the case would impose; in which the judge deems a public defendent should be assigned? Must it be a felony charge or consist of a certain period of jail time? If the term "poor" is part of the criteria, what measures are taken to establish one to be "poor" or, "too poor"? If the law or the descretion of the judge did not prompt to assign a deffense attorney, may the defendent request one, and what would be offered as support? Thank You for your attentiveness.
