Water utility problem

I have a neighbour who has a conveyance to run a water pipe across my land in a duct and connect to the mains in the road. However the duct has been used by the water company under statutory powers to put a water meter in my property. My neighbour says it is down to me to remove this and allow his connection instead. The water company won't speak to me as not my application and they say its private land and not their problem. The water company verbally say they would not run a pipe there anyway. Is there anything that I can do to get the water company to confirm in writing a route they would use? Surely if they refuse to put a pipe there nothing can be done no matter what the conveyance states?
