water use issue

I am a 46 yr old woman who for over 12 yrs have liveed on the property of my mother in a mobile home.My father when I moved here hooked my water into thiers and told me as long as I paid half of the water bill it would be fine.Well he died in 95 and since then I've paid the whole water bill for my mom and myself all these yrs.Can I get in trouble for this? Even though I've paid all the water bills and its just myself and my mother.Someone mentioned this to me last week and its just tearing me apart.My mom has lived with me on and off anyway because she had been in a car reck and could not take care of herself she is now back at home but then I'm going to be operated on the end of the month and will have to live in her place for a couple of months for she has a wheel chair ramp.What should I do?
