You need to read your lease. Did the LL say why he cut off hot water access?

Now that we know you are in Hawaii, here's the Hawaii landlord tenant statute:

And a useful handbook published by the state:

It would help to know the type of rental (house, apartment, other) and where the washer and wash room is in relation to your living quarters.
