WA Traffic Infractions for a minor

My daugther is 16 and has had a spotless driving record until a recent weekend where she received 2 tickets. Saturday she rolled in to the back of a car in stop and go traffic, approx 10 mph, and when the officer arrived he gave her a ticket for following too close, fine $153. Sunday she was on the freeway in the fast lane, following traffic but speeding, and was pulled over for going 80mph in a 70mph zone. She stopped on the left shoulder of the freeway so he also tagged her with yielding incorrectly to an emergency vehicle, and also tagged on following to closely, cost of ticket $1242.00. We go to court on the second ticket before the first. WA allows you to defer a ticket, but you pay the fine, and the ticket won't go on your record if you don't get another moving violation in the next 12 months. I also beleive that the judge will allow you to attend traffic school in place of the ticket. What is the best strategy for having the least impact on her driving record and our insurance rates?
 
Traffic school is not available in Washingotn state and the officer does not have to appear in court. Since she is a minor, one of her parents will have to appear with her. You need to retain an attorney, plain and simple. This will mean a big time increase in your insurance rates for the next three years. Here is some info on tickets in WA
