Tourist Visa Vistor Visas from Mexico

A gardner that has been working in New Mexico and has had a green card for 15 years wants to have his wife and 3 kids, 3.5, 11 and 13 visit him. How do they go about this? I read about a 90 day visit and that need passport, etc. (WIPP). Can you give me more details about the availability for this, the restrictions and the requirements? Thanks.
 
They need a valid passport and a visitor visa. They have to get both in their home country. For the visa they have to show that they have no intention to stay in the United States, have ties that bind them to their home country and have enough funds to cover travel and stay. They will have to apply in person for the visa at any American consulate or embassy consular section in their hoe country and bring proof of the above mentioned things.
