Domestic Violence & Civil Orders Violation of Domestic Violence Protection Order

I am wondering if a Domestic Violence Protection Order in the state of Washington is violated and the person violating it lives in California if the person would be arrested in California or if they would have a warrant in the state of Washington?
 
Where did the violation take place? Orders of protection are recognized everywhere. The origin state does not matter.

If I stop someone in New York and they are in violation of a California order then I can arrest them for it and they will be charged in New York.
