International Issue Vietnam visa question

My aunt lives in Vietnam and is elderly. I would like to bring her over to the US for a vacation. I understand that the laws in Vietnam have changed now to allow some visa travel outside of their country depending on the age of the traveler.

How can I start the process to bring her over her?
 
May be you can contact Vietnam Immigration Dept. (A18) in Vietnam for local consult. But I am afraid that they will not answer individual guest. So switch to travel agency in Vietnam to ask them.
