I have a problem with standing water in my backyard after it rains. My neighbor on my left has raised the level of his backyard and that is causing the rain water from my backyard not to be able to flow naturally. Can a neighbor obstruct the natural flow of water from an ajoining neighbors lot. What legal recourse(s) might I have to resolve this. Thanks.
 
You really need to see a real estate attorney but this is probably going to be costly to pursue and to prove. You'll probably have to get the whole area surveyed as a start and a survey of what the property was like before the neighbor raised his yard.
