Unsigned relocation agreement

I have been offered several higher paying jobs after being at my current job for 20 months. When I started, the offer letter said that if I left before July 08, I would have to pay back all relocation expenses (18k). I never signed the letter because I told them I disputed that fact. Nothing else was mentioned, and I took the job. The letter in personnel file is still there, but unsigned.

Since I never actually signed, can they still sue me for the relo benefits?

A: Anyone can sue anybody for anything at any time, anywhere.
 
If you did not sign it then it would be hard for them to win , but sure they can still file a lawsuit and try to win it via a verbal agreement if you had one.
