Uninhabitable conditions, 30 day notice?

In the state of California, if rental conditions are deemed uninhabitable a tenant has the right to move out immediately without notice, correct? Would this mean a tenant would lose their security deposit because thirty day notice was not given?
 
The building inspector for the city of Alameda deemed it uninhabitable. There are unsanitary conditions with no attempt by the landlord to make proper repairs. So, if we move out immediately, which is our right....can a landlord legally withhold the security deposit. Additionally, there was no walk-through completed upon move-in.
