Title parked car accident

What happens when a car strikes a parked car almost totaling car & there's nobody around but car is still at the scene flipped over

If nobody was there to see it, did it really happen?

Seriously- the driver of the car had better notify law enforcement for an accident report. Leaving the scene is a hit and run and failing to report just makes things worse.

Surely there was paint transfer from the vehicles and it is possible to get caught when seeking repairs or by being identified by the person who did see it that you don't know about.

The person who owns the parked car is seriously ticked off and wants to be reimbursed for the cars damages.
