You may want to send him a fax/written communication certified or overnight mail stating what you are writing here that his work was completely unauthorized and that you have discovered he misrepresented to have been licensed. Demand the immediate return of your car of else you will go to the police and report a theft. You may want to offer to pay him for reasonable work authorized as a compromise to settle -- but in the letter state that the offer to pay for work authorized is not evidence that can be used in court and is a settlement negotiation only, pursuant to state law. Separate that statement from the rest of the letter in case you need to use it in court.
