what are my options for driving on a suspended when the state of California makes it impossible for me to get my license back I'm on SSI and I don't have $14,000.I have no accidents on my record I was pulled over for using a GPS

If your license is suspended in CA you cannot drive in CA. Period.

You MAY be able to apply for a restricted license, but even that is likely to require some action by you to make payments or take required corrective action before the DMV will agree to permit it.

Why is your license suspended? You do not owe $14,000 for driving with a GPS ...
