What guidelines or criteria do police have to follow to set up surveillance on people and or their property in the state of Delaware?
I am looking for whether they must obtain permission and/or written consent from surrounding property owners to use their property to watch suspects?
If they don't obtain such consent can any of that be used against them or in court?

The closest law library is 2hours away. I have been trying to find info. online but having trouble I would welcome any sites that you could recommend.
