Harassment, Stalking, Misconduct Stalker using internet in jail - finds victim

A girl that I know has a stranger stalker. It started 14 mos ago, she was working in a retail store at the mall and this guy came in pretending interest in buying something, he was only in store about 5 minutes.
The next day, he called the store, asked for this young sales clerk by first name (which he read off her name tag) when she answered asked if he could get measured for the product they sell. She replied he could and then he asked if she measured D****. She hung up - after that he showed up again in the store asking for her (she was not at work) the manager promptly told him to leave and that he was not allowed back in the store.
Then the letters started - sick letters mailed to the store with the girls first name on them and the stores address. The manager called the police and the girl filed a restraining order. She quit this job and got another. When they went to court (because he fought the order) it was mentioned where she currently worked. He was found guilty and restraining order was granted.

The girl quit the second job and got a new one, feeling scared to keep working at a place he knows about. And sure enough, he started showing up at the second place of employment- (thankfully after she quit) when told she wasn't working there and to stop going there by that manager (again another retail store) he again sent letters to the second store, this time with her first and last name on them (he found out her last name from the court papers of the first restraining order).

Police where called again charges where filed and he was arrested. Soon after the stalkers arrest, a gentleman who lives across town from the mall where this girl worked and all this stalking happened,received some letters in the mail from this stalker, he promptly turned them in to the county jail house, as he saw their return address on the letters. The letters were addressed to a girl whom he had never met or even heard of. He was so concerned after he read one, he was worried that this sick person would someday find the young victim that he was writing to so he went out of his way to report them. Turns out the stalker thought this girl lived there, his mistake but showed this girl that he is still looking for her while in jail for stalking her.
They went to court again after this, the judge had to have the bailer stand between where this stalker was sitting and the girl was in the court because he was staring at her. The judge decided to have the stalker evaluated to see if he was fit to stand trial- the judge thought the stalkers words did not make sense. While in jail waiting to be transferred to hospital to be evaluated, the stalker called the girls parents house- the parents have a different last name and there information is not listed on the court papers. How did he find the parents? The girl figured he found them on the internet- but in jail for stalking a stranger how can he use the internet??
The stalker was transferred to the hospital for observation to see if he is crazy. This was 2 weeks ago and since then he has called and left voice mails on the girls cell phone voice mail. He called multiple times in one day, the girl once she retrieved the messages and recovered from the panic attack it cause, promptly canceled her phone service and reported to police. The police state that her information was not listed on the papers involved but still how did he find her unlisted cell phone number?

This is where this story stands, it is a true story with documented court papers and police reports. Names withheld to protect the girl.

Our question is what is this young girls rights? how can she protect herself? It seems the more she tries to protect herself with the help of police and courts, the more he learns about her.

Why is he using the phone and calling without being monitored on who he is calling? Why is someone in jail for stalking a STRANGER using the internet freely? This girl is 21 years old and he is coming for her, if he ever gets out of jail that is how she feels. He does not seem to stop looking for her even while in jail.
This girl does not know this man and he has only seen her 3 times, the one time in the store and 2 times in court.
Does this girl have any legal rights? It seems the court and jail did not protect her from him very well, he knows more about her since she filed for restraining order then he ever would had if she would not have filed the first restraining order and had just quit her job and moved across town after the first initial letter came, basically hid from him.
Any thoughts? This girl is young and lives alone and is very scared. This is a true story, she is my friend and I have listened to the voice mails he left on her cell, they were so creepy. She needs to be protected from this stalker. Does she have any rights, did the county not protect her as they should have? Input appreciated.
 
Is he in custody for violation of the order or has he faced criminal charges for stalking? If there has not yet been a stalking charge then that should certainly be added in.
As long as the guy is in custody she need not worry for her safety. In the mean time, she should continue efforts to make herself anonymous on the Internet... Google her own name, find out what information is freely available, and get it removed. Change phone numbers and email addresses without using a forwarding service. If she moves, notify people of the new addresses on a need to know basis- do not submit a change of address card to the post office.
If there is an attorney working this matter then he needs to know all about the contact that is occurring from within the jail in order to put a stop to it.
No, the county has not necessarily done anything wrong, but if they fail to act after being informed of the ongoing problems then there could be an issue later.
You might even want to try contacting the jail administrator directly to advise of the activities taking place in the jail. They can cut privileges if they are being abused.
 
He was found guilty of the first stalking charge, got a few weeks in jail for that. This time he is in jail for violating the restraining order.
 
Well he is violating the restraining order again. Report him and they will dig him a bigger hole than the one he is already in. He is going to be in Jail so long he will forget your friend...
 
yes, all contacts via attempted calls, message etc have been reported. We can only hope that he goes to jail for a long, long time. It has been 14 months of this now.
