Speeding Ticket question

Well a friend of mine recently got a speeding ticket and does not want it to affect her insurance, and I had heard of a method to pay the fine without it showing up on record or having to go to court over it, and I was hoping some of the members of this message board could help me out. Ok, well I heard that if you mail in a check for a slightly higher amount than the actual ticket is worth (say you mail in a check for $81 instead of the original $76), then the department will mail you a check in return for the amount overpaid. Then, if you do not cash said check, the ticket will not be able to show up on your record or your insurance quote. Is this true?
