Speeding - Jury Trial

I received a speeding ticket in a small town for 43/30. I know how to defend myself in trial but am now a bit confused because the prosecution filed an affidavit. It's a basic statement that says I did not follow the law by exceeding the posted speed limit. The part that I do not get is that it is a statement from someone other than the citing officer and it's based on the citation provided to them.

My question is: Does this mean the officer will not be required to appear to testify and this statement will be the evidence? If so, how do I go about cross examining the statement in place of a person? Would I just present where the holes are in the case to leave reasonable doubt?
