seller's permit on h4 visa

hello,
i'm an artist doing small crafts. i am interested in selling my work in local craft fairs. i'm currently on an h4 visa and was wondering if it is legal to obtain a seller's permit for california and sell my work in craft fairs.

What about staring a business as an H1B? Plainly as investor, or investor/management? What about an LLP?
