Scary landlord

My jurisdiction is: Pennsylvania

Hello. I am having some trouble with my landlord. First off; We signed a one year lease.
Knowing that, we have lived here going on about 6 months. The terms of our lease are very clear. We pay our own water, but, he presents the bill to us. Our city water company charges an aprox. of .0046 per 1000 gallons, and our landlord has been charging us at .0053 per 1000 gallons. In average we spend 10-15 dollars more per month than we should. That's our first problem. Second, he is very spooky. He is over at the property 5-6 days a week- "mowing the grass." He knocks on my door 3-4 times a day when he's here and calls even more than that. He constantly wants to come into my home and inspect things. He wrote down my license plate number today and it really rubbed me the wrong way. I have caught him so many times just standing outside my door. I have only recently told him I need 24 hours notice for him to come in, so every other day he's calling to give me notice for one thing or another. Thirdly- at the start of our lease, the very first week we were here a plumbing problem was uncovered. There are roots grown into the pipes outside and as a result, every once in a while our toilet floods. (from letting the bath water out, the people upstairs flushing their toilet, etc.) This has happened about 5 times now. And I have spent over $200 on new mops, cleaning supplies. I've had to throw away perfectly good towels due to this. He calls plumbers in to fix the floods but, never fixes the pipes themselves. He continues to take the cheap way out instead of fixing the problem at hand. As a result, the toilet flooded my home at 2 a.m. last Monday. Now the carpet reeks of mildew and it's nauseating. I cannot allow my children into their bedroom due to this. He had someone clean the carpet, but, we told him it still smelled and he suggested "opening a window." I am so frustrated with the phone calls and knocks on the door, now the smell- I'm at wits end. What can I do to move out with out being dragged into court? I want to move yesterday. I feel like I cannot stay here another minute. Someone just tell me it's okay to walk out of here tomorrow! Thanks.
 
Sure; you can walk out tomorrow. However, it is quite likely your landlord will attempt to sue you for breaking the lease.

If you do decide to move, make certain you have all your documentation (including pictures of any damage) in order should you find yourself being sued. Hopefully all your requests regarding the plumbing issues have been in writing.
