What official form (or language) must be submitted to the county to obtain personal property funds?

Does Roanoke County Court allow for a 3rd party to receive property on behalf of another? If so, what form must be sumitted?

Will the county accept a 3rd party power of attorney or does something other need to be had?

Obtain whose "personal property funds" (whatever exactly that means) from whom? From the county? Any particular county agency? Why is the county holding these funds?

Does Roanoke County Court allow for a 3rd party to receive property on behalf of another?
