right to see social services report with POA.

Hello, I hold power of attorney jointly with my sister for our mother, do we have the right to see a social services report sent to a residential home where our mum was being assessed for permanent care and residency,I am concerned it holds information about a complaint we made about hand marks and bruising on her body found after a respite stay in another home.
