Restraining orders

If a member of the family is bipolar and not on his meds can he get a restraining order against other family members what can we do
 
I'm not sure who is requesting a restraining order. Simply not being on one's medication does not usually warrant the issuance of a restraining order. If not being on medication presents a significant danger, e.g. the person is threatening to kill others, then that might be sufficient to petition for a restraining order or TRO.
