Replacing pasture line fence

We have some pasture that borders neighbors pasture. We both turn back livestock with this border fence.

The fence has been used by the neighbors long before we used it.

We're being asked to fix or replace the fence because our goats find holes in the fence and get into their cow pasture.

Since this fence also turns back their livestock and they've used it longer than we have, shouldn't we be able to request that they pay half of any repairs? They've never offered this, but then again we haven't formally asked for half. We have not yet replaced it but we patch it constantly with materials we have bought.
