Rent raise too high?

Got asked this by a friend who knows i visit legal forums. Here is summary.

Tenant been living in rental (house) for over ten years (close to 13) rent has been raised only 2 or 3 times. Tenant was told that rent is going up in October by $175.00! This is BIG jump for my friend and finding new rental would be VERY hard with deposits etc. Is there a limit or max rent can be raised? Landlord did ask about any needed repairs as well if this helps.

Assuming that the LL provided the proper notices, a single family home is exempt from the statewide rules on this. Please read the code section that zddoodah provided.
