Normally no, but if you owe $1,100, then it sounds like this is more than a simple traffic ticket, unless it's a case like Virginia where, if you are a resident and you go more than (as I recall) 20 miles per hour over the limit, then they fine you $1,050 (if the speeding happened in VA.)
If it's a simple traffic ticket, then it should not affect your citizenship, however if this has become more, such as failing to pay, or something else that could involve jail time, it could, but probably won't. It would have to be something serious to affect you citizenship, but as I said, $1,100 sounds like you could be in that territory.
