Repairs, Maintenance Remedy for hot water

My apartment was out of hot water over a 17day period during December. What recourse do I have according to Shelby county in Tennessee. Can I get an abetment of payment and if so how much?

More details are needed. When did you notice this, when did you notify management, when did they respond to your repair request, what options did they provide you regarding living arrangement during the repairs?
