Deportation, Re-entry Recently deported for conviction in 99. Why so long?

My friend was convicted in 1999 for domestic violence. He was given 1 yr probation and paid a fine plus took anger management classes.

Last year he had some warrants and turned himself in to pay his "debt."

About a month after he did time for the warrants, he was pulled over for speeding and was taken to jail for driving on a suspended license.

It wasn't until then, that an INS hold was put on him and he was later deported.

Why would they just now deport him for something he did in 1999 instead of putting the INS hold on him in 99 and deport him then?
 
Sometimes jails and certain counties don't share information with USCIS or INS due to their county laws. So they might not have had the opportunity to put a hold and deport him. Sometimes the INS fails to send cars to pick up people with deportable offenses............the county then simply releases them once they are done with their time at that county.
