Rear ended by uninsured out of state driver who fled

I was rear ended by someone who immediately fled the scene of the accident. I followed the vehicle for a bit and was able to get the license plate number, which was on a Montana license plate. This occured in my home state of Colorado.

The local police were able to find the vehicle's registered owners name and address in Montana, and my insurance company found that the vehicle had been insured up until about 6 or 7 months before the accident.

Can I recover damages, and will the other driver ever be cited if I can find him?
