Deportation, Re-entry re entry after legal deportation

My father in law went through a very lengthy deportation trial which has ended in his deportation after living in and raising a family in the US for 28 years back to Hungary. He now resides in Mexico where his family can visit him at least once a month. Can he apply for US citizenship now in hopes to expedite his return to the US? Would he be able to visit the US through a simple passport?
 
Anyone can apply. I have no idea why your father went through a very lengthy deportation trial. My understanding is that there are ban periods related to deportation, five years, ten years and longer. My thought is that you will absolutely need to speak to an immigration attorney to discuss the specific details of your father's case. There is no other way to answer this properly.
