Rather than honor a request for reversal Chase let known thief have my money

I was recently (Oct 20) involved in a scam where I thought I was buying a truck and sending my money by wire to a trust account. The trust account didn't exist. I had my bank issue a request for reversal on the transfer in which fraud was known and described to Chase Bank. They would not hold the money and the known thief made a complete withdrawal.
Do I have any legal recourse? The bank would not even talk to the police. These ancient laws need to go! We are in a new electronic era and as I now understand wire fraud is very big with the criminal world today.
