question regarding signing off on a birth certificate.

i live in pennsylvania, and am curious as to how one goes about signing off rights to a child. my boyfriend cannot financially, emotionally of physically provide for his child the way he feels he should, and he has considered waiving his rights. i would like to know if it is possible for this to be done, and how to go about doing it.
 
He cannot do this. Who are you in this picture? If he cannot afford it then he shouldn't have gotten the woman pregnant. Most states do not allow a termination of rights unless there is a subsequent adoption by a step-father to take place. So I do not know who told him he can just waive his rights, he cannot. I am willing to bet it was not an attorney.

As a father, he does not have to see the child but he must pay support if the mother files for it, or she goes on state assistance. He should google his states guidelines so that he can get an idea of what he can expect to pay in support.

Unfortunately, your boyfriend cannot just give up on the child and choose not to support it. It doesn't work that way.
