First thing you do is join a trade association of similar manufacturers who have been there and done that and learn all you can from them.
I did a search and the first one that came up was:
American Suppressor Association
This is not an endorsement or recommendation of that association, there may be others. It's up to you to search and pick one that is appropriate.

You're posting from a state where silencers are legal to own by private citizens.
Silencers are legal but are regulated by federal law and on a state-by-state basis by the National Firearms Act (NFA) enforced mainly by Bureau of Alcohol, Tobacco, Firearms (ATF).
Private citizens can legally purchase and possess silencers in 42 states* without a permit.
To purchase a silencer the following qualifications apply:
Live IN 1 OF THE 40 or so STATES THAT CURRENTLY ALLOW civilians to own thedevices
Reside in the USA
BE LEGALLY ELIGIBLE TO PURCHASE A FIREARM
PASS the ATF/FBI BACKGROUND CHECK
At LEAST 21 YEARS OF AGE TO PURCHASE FROM A DEALER
At LEAST 18 YEARS OF AGE TO PURCHASE FROM ANOTHER CITIZEN
*If you are an FFL dealer, manufacturer, peace officer, or member of a law enforcement agency or other government agency, there are additional states where you can own a silencer.
As suggested, what you need to know is far beyond the realm of FREE advice from anonymous citizens.
