Protected from judgement can you bill the protector?

It is my understanding that Social Services protects clients from any judgements against them. Is it possible to bring the judgement that would be against the protected client against Social Services?

All proceedings would have to be against the client to get a judgement amount. Could that amount then be billed to Social Services? Or more precisely who would you send the bill to?

I am referring to Nova Scotia even though it would probably be similar across Canada. Any comments appreciated.
