my employer had lent a previous employee his car to go to Las Vegas with the intent that the employee would bring back his car. Since then the employee has not returned and has left my employer's car in Las Vegas. My employer is now being charged for two parking tickets in Las Vegas because of this prior employee. What can my employer do?

I would contact my insurance agent and the police and report the car stolen.

He could go and get the car.
He could also hire a car repo agent to get the car.

I'll bet the car has been stripped, if it was a decent car.

That's why smart people buy insurance.

Smarter people don't loan their car to deadbeats.

Just saying...
