Power of attorney problems

My mother-in-law was assigned power of attorney over her mother in the mid '90s. They have been estranged for six years; however, they live next door to each other. My mother-in-law was informed that the neighbors moved her mother to a retirement community, sold all the contents of her home, and are planning on renting the house out. When my mother-in-law confronted the neighbors informing them that she had power of attorney, they too said they had power of attorney. My mother-in-law never signed a power of attorney revocation form. Is it legal to have two power of attorneys, one making decisions without the other one's input?
