PG&E transferring roommates debt to my name?

I lived with a roommate who was a real dick; we were all paying him our share of the PG&E bill but apparently he wasn't paying PG&E. He moved out and I tried to set up an account in my name. PG&E called me yesterday to say that my roommate had racked up a $200 bill in his name and that since I had lived in the house at the time, they were transferring this debt to my name. They also said they were turning off my electricity if I didn't pay this within a week. I'm a student and don't have that extra cash, but is it legal for them to transfer his debt into my name? If anything, shouldn't they split the bill between both of us? I have two other roommates who lived there at the time, why don't they go after them too? Please help, this is really frustrating.
