Paying a "Due Care" penalty

I'm an NC resident who received a speeding ticket in SC. I was cited for driving 54 in a 35. The officer wrote the bond amount on my ticket and specified that four points would go on my license were I to simply pay the fine. However, if I payed the "Due Care" amount which was about $50 more no points would be added to my license. Is this true? I am not familiar with the "Due Care" penalty. I've seen on other ticket websites that warn NC residents about receiving speeding tickets in SC and simply paying the fine. They warn that doing so would result in a suspended license. I would appreciate any insight.
