Please read Section 809 of the Fair Debt Collection Practices Act to see what "validation" means:

However, understand that the FDCPA applies only to third party debt collectors, not to the original lender so the original lender can choose not to validate until court.

The Maryland statute applies to all collectors but does not have any provision for "validation."
