Corporate Law partner walk away

I started a business with a partner. less then eight weeks later he walk away from the business but never gave up his rights to it. It has been almost two years. I was unable to buy him out so i have been sending him money every month. He refuses to remove his name from the business. Since he his still a partner and we have a written agreement and he hasn't been working the business can i hold him responsable for half of all past and future bills. I am unable to close the business because of lease, and i have not had any luck trying to sell.
