Mrjwahl- you don't have a good chance of beating the ticket based on the calibration of the radar. I don't know the state rules regarding calibration, but to challenge that in court would require a lot more cost and effort than you are willing to put into a simple traffic ticket.
Maybe if you weren't speeding it would be worth the fight, but that isn't the case. Look into taking traffic school and pay the fines. Traffic school will keep it from being reported to your insurance and it stays off your record too.
And yes, state police can operate anywhere within the state.
