Globally, what are the criteria for a public agency to agree to perform a service for a fixed price normally performed by private actors? (Especially the police ..)
Can police officers take charge of monitoring something for a private actor for example (This is not normally the work of officials) ?

Or can private events take place (other than what is normally) in public buildings, involving public officials ... (The events to realize would be implemented so as not to disturb the traditional activities that are normally in the public building (or compensation would be paid, an arrangement found ...)) (I think there institutions such as the police)
And also, is that private actors have already done this? "Outsourcing" workload to public agencies?
I'm searching for general principles that would work in any developped country.
