Alcohol & Drugs: MIP, MIC, Intoxication out of state warrant

My friend has an old warrant, almost 10 yrs. old, from Calif. She's in her 50's now and has been sick. She wants to turn her self in ( has just over 3 mos to serve) and has no money or Id. She asked me to drive her down to the police station to turn her self in. Will Calif. come and pick her up? Can she serve her time here in Wisconsin? If Calif. doesn't pick her up, can she file anything to clear up the old warrant?

The jurisdiction that holds the warrant will have to decide whether or not they want to extradite her from Wisconsin, which will cost them... so it really depends on the charges.
one of two things will happen when she goes to the local jail to turn herself in:
1. They will take her into custody and she will be extradited to California
2. They will give her the boot and tell her to go away because the California agency with the warrant doesn't want to deal with it.
 
What is the warrant all about? I think it depends on how serious the offense is.
