My jurisdiction is: Florida, USA
I am a student in Florida. I was interested in furthering my education and called my previous school (University of South Florida) to get a copy of my transcripts. However, when I called them, they stated that they couldn't release my transcripts because I had an outstanding balance from 2003. Somehow, I was allowed to graduate after this and even received a later bill in 2005, with no mention of this oustanding balance. Don't they have an obligation to inform me if I owe them money? Could this affect my credit? If the answer is yes (to either question), what are the actions I should take?
