I filed chapter 7 in 1989 and included a 1986 university alumni loan on the form. It was not a GSL and the original loan form only called it a promisary not and said nothing about guarantees or that it was non dischargable.

I never received a contest about it and have never heard a word about it until a month ago when a collection agency sent me a letter almost 13 years later. I sent a letter back to the collection agency with the case number, judges name and discharge date, and stated that the loan had been discharged.

They have continued to harass me since. Is there any way to stop them on a case this old?
 
Did you send the dispute to them in writing? I'm sure you did. If the collectors continue to harrass you, you can sue them. The FDCPA (Federal Debtors and Collectors Practices Act) makes this kind of harrassment unlawful. Debt collectors must cease the process once you dispute the validity of the bill and report it to the creditor.
